Off Enabled Characters are not allowed to join Defensive Pacts against realms who are Threatening. Just get a bunch of retinues and/or mercs right outside of a small (preferably one county) target. . Maybe I'm not doing enough to destabilize them but empires like the Umayyad Caliphate in my 936 start seem unstoppable right now (maybe thats historically accurate, I don't know a lot about them). I consider CK2 to be at least the 3rd best game ever made (Mount and Blade Warband and Dwarf Fortress are 1 and 2), and even then I had complaints about some nonsensical things. Nope, just kidding. And you learn how to do it better, and it's a good thing! That's only one example, but this is what defensive pacts are really about: to make you more creative about expansion, and to make you learn the game better. Membership in defensive pacts is influenced by threat, a value for each realm that increases during expansion and decays slowly over time. .
